The FKF Leagues and Competitions Committee, having reviewed the submissions from Ulinzi Stars FC and Shabana FC, along with the reports provided by the match officials, has made the following findings and decisions regarding FKF Premier League Match No. 19 (Ulinzi Stars FC vs Shabana FC) due to crowd-related incidents.
FINDINGS OF THE LCC ON THE POST-MATCH INCIDENT
- The Committee found that the post-match incident was caused by the Shabana FC fans reacting to the result of their match against Ulinzi Stars FC. The Match Commissioner’s report indicated that there was no concerning incident during the game and that the referee managed the game professionally and applied the Laws of the Game.
- The Match Commissioner’s report, which was confirmed by both parties, noted the availability of adequate security personnel for the match including stewards from both teams. Neither team had reservations about the level of security provided during the pre-match meeting.
- Shabana FC were in breach of Regulation 9.3.3 of the Rules and Regulations Governing Kenyan Football (2019) which provides that: “Clubs are responsible for the conduct of their members and supporters and must ensure they behave in a fair manner and refrain from violent, threatening, abusive, obscene and other provocative and unsporting conduct or language at a match”.
- Shabana FC were also in breach of Regulation 9.1.2.12 which provides that:
“Persons referred to Rule 9.1.2.11. above, who behave in any manner whatsoever, inside or outside a ground before, during or after a match, no matter on which ground the match is played. Without derogating from the generality of what constitutes misbehaviour on the part of supporters, the following are specifically declared acts of misbehaviour:
9.1.2.12.1 Invasion or attempted invasion of the field of play, save for reasons of crowd safety;
9.1.2.12.2 Causing the abandonment or attempting to cause the abandonment of a match;
9.1.2.12.3 Throwing or attempting to throw missiles, bottles and other objects, whether potentially harmful or dangerous or not, on to the pitch, or at any person;
9.1.2.12.4 Acts of violence or attempted acts of violence against anyone at the game;
9.1.2.12.5 Failing to conduct themselves in an orderly fashion;
9.1.2.12.6 Insulting or assaulting players, team officials, match officials or any other
person present at the game;
9.1.2.12.7 Maliciously damaging or attempting to damage any property at the ground;
9.1.2.12.8 Other acts of unsporting behaviour.
LCC DECISION ON THE POST-MATCH INCIDENT
Considering the finding of liability and taking into account the club’s admission of liability, the Leagues and Competitions Committee determines that the following sanctions shall apply against Shabana FC:
- That Shabana FC shall play its immediate five (5) home matches behind closed doors beginning with their home game against Posta Rangers on Saturday September 28, 2024. The club shall be responsible for ensuring adherence to this sanction by its supporters.
- That Shabana FC shall pay compensation/bear the cost of the damaged seats at Ulinzi Sports Complex.
- That Shabana FC shall provide compensation for the medical expenses incurred by the two injured officers. Ulinzi Stars FC shall provide necessary receipts of the expenses to be paid by the club.
Detailed rulings, effective immediately, have been duly communicated to all the involved clubs.
